Capitol Inside Membership Terms and Conditions

This Subscriber's Agreement is between Capitol Inside and "Subscriber", as listed on the following page of this online agreement.

ALL ACCOUNTS

This agreement establishes the terms under which Capitol Inside agrees to provide access to the web site at www.capitolinside.com to Subscriber.

Capitol Inside agrees to provide access to all news and information on the members’ section of the web site.

Capitol Inside agrees to make every reasonable effort to provide access on a 24 hour basis, however, makes no warranty as to the availability of service on any given day or at any specific time of day. Capitol Inside will endeavor to provide access on demand to Subscriber, however, there may be times when such services are not available due to unanticipated demand levels, equipment failures, Internet backbone connection outages, power outages or other causes outside of the immediate control of Capitol Inside.

Subscriber agrees to provide Capitol Inside with payment in advance of services rendered unless specific arrangement is made between the Subscriber and Capitol Inside to begin service before the actual receipt of payment. Such payment may be billed by Capitol Inside to Subscriber through invoice or made by secure online credit card registration through the Subscribe section of the web site. Membership subscriptions can be obtained for one year or six months and must be renewed by Subscriber for continued use of the service after the original expiration date.

Subscriber shall have the right to terminate this Subscriber agreement at any time upon the delivery of written notice to Capitol Inside (P.O. Box 684811-4811; Austin, TX 78768-4811). Capitol Inside, in the event of such notification, shall discontinue provision of services to Subscriber immediately upon notification and make a proportionate refund of payment covering the period that begins on the first day of the following month after notification of cancellation is received to the original expiration date.

Subscriber shall pay all applicable taxes (state sales tax .0825 or 8.25%) relating to use of the Service through Subscriber's account except when exempted from said taxes. Capitol Inside reserves the right to request tax-exempt number from any Subscriber claiming the exemption upon payment.

Only paid subscribers are allowed to access password-protected pages. A standard membership subscription allows only one licensed user to be signed on to the members' section at a time on a single account. Additional site licenses may be obtained to allow more than one licensed user to be signed on under a single account at the same time. ACCESS AND AVAILABILITY OF SERVICES AND LINKS

Capitol Inside contains links to other related World Wide Web Internet sites. Selection of an ad banner or link redirects Subscriber out of Capitol Inside to a third party. Transactions that occur between the Subscriber and the third party are strictly between the Subscriber and the third party and are not the responsibility of Capitol Inside. Because Capitol Inside is not responsible for the availability of these outside resources or their contents, Subscriber should direct any concerns regarding any external link to its site administrator or Webmaster.

REGISTRATION AND SECURITY

As part of the registration process, Subscriber will select a user name and password. Passwords must be a minimum of six characters. Subscriber shall provide Capitol Inside with accurate, complete and updated registration information. Failure to do so shall constitute a breach of this Agreement, which may result in immediate termination of Subscriber's account. Subscriber may not (i) select or use a screen name of another person with the intent to impersonate that person; (ii) use a name subject to the Rights of any person other than Subscriber without authorization; or (iii) use a screen name that Capitol Inside, in its sole discretion, deems offensive.

Subscriber shall notify Capitol Inside of any known or suspected unauthorized use(s) of Subscriber's account, or any known or suspected breach of security, including loss, theft or unauthorized disclosure of Subscriber's password or credit card information. (b) Subscriber shall be solely responsible for maintaining the confidentiality of Subscriber's password. Subscriber will never be required to reveal Subscriber's password to any representative or agent of Capitol Inside, its owners or agents.

Each Subscriber is responsible for all usage or activity on Capitol Inside account. Any fraudulent, abusive or otherwise illegal activity may be grounds for termination of Subscriber's account, at Capitol Inside sole discretion, and Subscriber may be referred to appropriate law enforcement agencies.

Capitol Inside may, in its sole discretion, terminate or suspend Subscriber's access to all or part of the Service for any reason, including, without limitation, breach of the Subscriber Agreement, or assignment of the Subscriber Agreement by Subscriber.
Capitol Inside reserves the right to refuse service to anyone.

SOFTWARE LICENSES

Subscriber shall have no rights to the proprietary software and related documentation, or any enhancements or modifications thereto, provided to Subscriber to access the Service ("Access Software"). Subscriber may not sublicense, assign or transfer any licenses granted by Capitol Inside, and any attempt at such sublicense, assignment or transfer is void. Subscriber may not copy, distribute, modify, reverse, engineer or create derivative works from Access Software.

ACCEPTANCE

You hereby acknowledge that you have read and understand the foregoing Subscriber Agreement and agree to be bound by its terms and conditions.
